General Information
During the last decade a lot of attention has been payed in Europe to the way in which inspections of schools and centres are organised, with the following results:
- the organisation of its professional entities with new and modern structures;
- working procedures and instruments are efficient and acceptable to the general public;
- the transfer to the digital age has been made.
The strong focus on the procedural and instrumental aspects of the Inspectorates of Education gives the impression that the profession of an inspector is being reduced to an executive position which so to speak does not require any specific competences.
Now the foundation for transparant and generally accepted organisations of inspectorates of educations are laid, it is advisable to verify how we can invest in safeguarding the quality of the performer of inspections: the inspector.
It is relevant to examine which professional standards contribute to the social tasks and responsibilities of the inspectorate of education at this time. By determining the professional standards it will be possible to strengthen the HR-policy (working circumstances, professionality programmes). It also offers the opportunity to check if inspectors of education excel in honouring these (professional) standards while exercising their profession.
Europe develops a joint educational policy in order to face the social, cultural and economical challenges. Europe invests in wide-ranging educational research to follow up on the effects of the educational policy in its member states. It is advisable to check if the inspection organisations can also function cross-regionally on a European level showing respect for diversity. The exchange of European inspectors of education can be a concrete practice of this.
Cross-border cooperation to improve the organisation of the inspection of education already exists (The Standing International Conference of Inspectorates). Such European cooperation from the point of view of the professional inspector is also very relevant. The cooperation of the inspectorates of education and the professional inspectors can contribute to the development and implementation of a European professional certification. This European professional certification creates opportunities to develop joint European professionalisation process of the highest level.
Objectives of the 2010 Conference
To present the first developments to a European panel for examination and discussion in order to create a broad basis, a large web of knowledge and possibly new structures to fully work out this theme.
The results of this Conference will be the components for the European study group for European professional certification for inspectors of education lead by Chief-Inspector Annette ROETERS (NL) which will be responsible for further development. In the autumn of 2011 the European study group will present its results during a second conference in the Netherlands.
A European project application will be submitted to support these activities.
